Details
fix(modmail): use Button subclasses with callbacks in LayoutView 
Raw discord.ui.Button in LayoutView has no callback -> discord.py
can't dispatch the interaction -> 3s timeout.
Replace with CloseTicketButton/OpenTicketButton subclasses that have
proper callback methods. Remove PersistentCloseButton/PersistentQuickOpen.
